'National Center for International Research on Structural Health Management of Critical Components' is established by international research team of Jiangsu University. The National international technology cooperation base has been permitted by Ministry of science and technology of China.
1. Background and Meaning of the International Research Center
‘National Center for International Research on Structural Health Management of Critical Components’ is closely complied with the demand of national strategy. This contains several detecting steps which focus on the research in damage detection, diagnosis, life prediction, decision making and maintenance of life cycle assessment and other key scientific problems for large structures. In order to maintain this kind of high level health management, we have an equally high level international cooperation and communication channels. Fundamentally, we have specific structural health management with independent intellectual property rights of new theory and technology system. Together we want to further our cooperation based on the key research field and direction of ‘National medium and long-term plan for science and technology development (2006-2020)’, ‘National "twelfth five-year" and “thirteenth five-year” science and technology innovation plan’.
Since 2001,the international research team of Jiangsu University have established a long-term International cooperation and academic communication relationship.
2. Brief Introduction of the International Research Center
International joint research center contains all the wisdom and the research fruits of the three organizations from China, America and Canada respectively. There are a lot of famous professors, well-known experts, creative and united research groups all around the world joining in this center to build such a steady science and research center. Among them are researchers come from ‘the Thousand Talents Program’, ‘the Ten Thousand Talents Program’, ‘the National excellent people’, ‘the Management personnel of Jiangsu Province’, and the others are outstanding overseas returnees. Since mechanics is the key discipline in Jiangsu University, this cooperation can further develop its science and technique with all the agents and experts. There are also some excellent disciplines such as mechanical engineering, vehicle engineering and material engineering joining in this research center. Besides that, this center has united several labs in Jiang Su University, including national united hybrid electric vehicle engineering research center, "mechanical structural damage detection evaluation technology" key laboratory and "Laser shock wave processing technology" key laboratory in mechanical industry, vibration and noise engineering laboratory of Jiangsu province. By summing up all the science equipment and funds, there are more than 200 experimental system and calculating computers and more than 68000000RMB.
The research scopes in the center:
(1)Multiple scales structural damage intelligent monitoring theory;
(2)New technology for NDT and health management of modern structural;
(3)Multiple scales material mechanics performance analysis theory and technology;
(4)New composite materials/structural damage mechanics testing technology and characterization methods;
(5)Engineering structural integrity monitoring and evaluation technology;
(6)The key technology research in hybrid electric vehicle power system, electrification of chassis integrated intelligent control, energy recovery and management, vehicle health condition monitoring and fault intelligent diagnosis system.
3. Object and the implementation plan of the International Cooperation
The International joint research center aims to further cooperate with the International technique to improve the structural health management in China in order to have some achievements in the key structural health management which is the urgent need of our country. Furthermore, with ‘project-agent-center’ International cooperation mode, we can educate people with high level and advanced science and technology to build the agents center. With all these strategies, we can develop frontier science and technology research projects to make the International joint center a leading role in using the global science resource, enlarging the effect of science and narrowing the gap and the bridges.
The implementation plan of the International Center contains:
(1) Establishing multinational large sophisticated instruments and equipment resources sharing mechanism;
(2) Focusing on the structural health management international academic frontier researches;
(3) Jointly holding International academic conferences and workshops;
(4) Joint applying bilateral or multilateral science and technology cooperation plan between the government and research fund and promoting International academic communications;
(5) Joint training innovative talents and building International academic research platform;
(6) Setting up bilateral or multilateral coordination management mechanism;
(7) Cooperating on innovation research results published and agreeing on intellectual property ownership
